You may full size hotlink to JPG, GIF, PNG, and SWF images, but only up to 1 MB in size. For larger images use thumbnail hotlinks. For certain types of files (like BMP files) a JPG preview image is generated, but in those cases you can always still download the original file.
Can search for images uploaded by other people by tag. Can create image slide shows. Allows you to choose from several common dimensions to resize your image before you upload. Has several tools available for use via this link. They are mostly alternative means to uploading to ImageShack. They range from browser sidebars, to browser toolbars, to the ability to e-mail images directly to ImageShack using your cellphone. Has a collection of 3rd party tools on this page.
Hotlinked images have a bandwidth limit of 300 megabytes per hour. If this limit is exceeded your image then becomes disabled, and you must send an e-mail to ImageShack to have it enabled again. ImageShack will disable hotlinking for entire domains that use up large amounts of bandwidth or violate their ToS. Many popular forums have already fallen victim to this, so you may have to use a different image host if the forum you want to post images on is already banned by ImageShack.
You can't link or embed images into a large scale, non forum website. You may link or embed images in personal sites, message boards, and individual online auctions.
They have a 'My Files' page which contains your upload history and allows you to delete images. Data is saved via cookie on your PC.

By 'user' I assume they mean someone who signs up for an account with them. Not sure how they plan on enforcing a limit for those people that upload images anonymously. They do track images uploaded via cookie saved on your computer, but unless they also store your IP address in their database attached to each image you upload, you can just delete the cookie. Images not allowed include: copyrighted or illegal files, porn/nudity, cd/dvd/... covers, images of banknotes, tagged or watermarked images, maps of any sort (yes, this includes google earth, etc), images depicting extreme violence ('gruesome' stuff, etc), images that are used for product advertisements (banner ads). They will ban complete domains that use up large amounts of bandwidth or violate their ToS. You are allowed to hotlink images except from: Hotlinking images on large-scale non-forum or non-auction websites. Hotlinking images on 'link-farm' websites or websites containing pornographic material.
Does not specifically say if it does or doesn't allow hotlinking, but it appears to work with full size images. When viewing images on their site, sometimes the images do not load on the first attempt and you have to press reload/refresh on your browser.
