Has an upload history page which is attached to your IP address. When you go to the page it displays all the download links for the uploads done by your current IP.
Download limits are set on individual users (your IP address) - limits downloaded bytes per hour, day, and week (no specific numbers were listed). They claim to have a multi file upload feature, but it's done via Java and when opened produces an error about being expired so I could not test it.

When using the multi upload feature, the total sum of all files you're uploading cannot exceed 300MB. Due to the way this host sends you your file Internet Explorer will block the download if you have at least Medium security settings. You'll have to click the horizontal yellow bar at the top of the page and then click 'Download File...' to start the download. The download page says 'Your download will start in 10 seconds' but the timer doesn't function and you can actually begin your download right away.
They do not list file life or file size for anonymous uploads, but they do list them for their free account which are 90 days inactivity and 300MB respectively. Could be that they are the same.
Site seems fairly quick, not sure how much traffic they get, but seems good at the moment. I would rate this a 7 but I don't know what their file life is.
They say they will delete large files that have not been accessed for "many days."
You may upload a file every 3 minutes. You may download a file every 3 minutes. Site seems fast now, but they are hardly hosting any files. Will probably crash and burn if they ever get popular.

Jan 22 2008: File upload failure. Feb 13 2008: Uploaded 3 test files in a row and was given an incomplete and invalid download link afterwards for every single one. Also, the e-mails with the supposed download links were never sent to me either. Feb 15 2008: I still receive an invalid download link after the upload finishes. Mar 9 2008: Test file deleted before 45 day file life. Aug 19 2009: Dead site.
